CHARTER
 
CHAPTER I
1. This organization shall be known as the Soccer League of Long Island, Inc. a.k.a.
The Long Island Soccer Football League (LISFL).
2. The official headquarters of the LISFL shall be located on Long Island and all
General meetings and Annual meetings shall be held on Long Island.
3. The LISFL shall be a member of the Eastern New York State Soccer Association
(ENYSSA) and shall, at all times, play under and be governed by the constitutional rules
And regulations of that body.
4. The colors of the LISFL are azure and orange.
5. The Soccer League of Long Island became incorporated on October 7, 1989. The
purposes of the Soccer League of Long Island as state in the certificate of incorporation
are:
" To foster, promulgate and promote the sport of soccer football and to do everything
within legal limits to carry out and effectuate this purpose."

AMINISTRATION
CHAPTER II
 
1. Conduct of Activities
The conduct of all activities is supervised by the Executive Committee.
 
2. Executive Committee:

B. Board members will normally occupy a single position on the
Executive Committee, unless no other candidates are available for
particular positions, in which case, board members may be
elected to fulfill such positions on a one-year basis.
 
3. Powers:
A. A two-third majority vote of at least eight members of the
Executive Committee is required to define and enforce executive
decisions.
B. The Executive Committee has the right to suspend any member of
the Committee whose actions are detrimental to the interests of the
LISFL.
A suspended member may demand a hearing of his case before a special
meeting of the league within four weeks after his suspension
becomes effective.

B. Officers missing two successive meetings, executive and/or
general meetings, without notice and/or sufficient reason will be
suspended. He shall be notified within three days of the
suspension, given a hearing at the next general meeting if requested,
and if the suspension stands, the position will be filled by vote of the
general body as soon as possible.
C. The conduct of officers of the LISFL shall be as gentlemen while
conducting their official duties and during any other involvement
with soccer, including coaching and playing. The Executive Committee
shall research, review and act upon all charges of misconduct against
any of its members.
D. The Executive Committee may order all other games suspended on
days when a representative or play-off game is scheduled.
E. Executive Committee has the power to make decisions on matters
which are not covered by these rules. Any such decision must be
reviewed and approved by majority vote at the next open meeting of the
league.
 
4. Duties
A. The President shall preside at all meetings and shall be an
ex officio member of all committees. He shall have the power to take
such emergency steps as necessary when the interests of the league
appear endangered. He shall be the general representative of the league in
all matters. In his absence, the first, second, or third Vice President
shall succeed to the powers of the President, in that order. He shall cast
the deciding vote in case of a tie vote at the general meeting only.
B. The President will assign to the Vice Presidents their respective
duties, i.e. Publicity and Promotion of the league, Indoor
Tournament etc, and Dinner Dance.
C. The General Secretary shall attend to all correspondence, other
than matters pertaining to game scheduling and promotional work.
He shall record the minutes of all meetings. These minutes shall be
presented for approval at the following meeting and if accepted, shall
be signed by the presiding officer. He shall post a copy of the minutes of
the general meeting on the LISFL web-site.

D. The Scheduling Secretary shall arrange all the scheduling of
games, set kick-off times, arrange for referees and have the standings of
all divisions available for publication once a month. The teams shall be
notified of schedules two weeks in advance of play date ( if
possible).
E. The league Treasurer shall be bonded at the expense of this league,
and shall have charge of league finances. He shall present a detailed report
of the financial standing at each of the general committee
meetings. He shall submit a full written financial report of the season at the Annual
Meeting. All disbursements from the treasury of the League shall be
approved and countersigned by the President.
F. The Delegate and Alternate to the ENYSSA shall represent the
interests of the league at all meetings of the ENYSSA and shall report on
such matters to the President and the general committee meetings. He shall
inquire of the officials for points of interest to our league to be presented
to or questioned of the ENYSSA body.
G. The Trustees shall attend to such duties, to be assigned by the
President, as the need arises.
5. Official Resignations
When an officer of the league resigns before the end of his term, the
Executive Committee shall be empowered to fill the vacancy until
the next Annual Meeting of this league.
 
6. Election of Officers
A. The Executive Committee (less Junior Past President and Life
Members) of this league shall be elected by ballot at the Annual
Meeting at which time Club Delegates will cast ONE vote per team.
Life Members may cast ONE vote each.
B. To qualify for the position of President, one shall serve as an
elected officer of the league for a period of at least two years prior
to nomination for President.

C. Induction to life membership will be a two step procedure,
requiring a 70% majority of the Executive Board and Active Life
Members prior to the AGM, and a majority of 50% plus 1
vote by the
General Membership at the AGM.
D. The President, 2nd V.P., General Secretary and will be
elected in ODD years. The first V.P., 3rd V.P., Scheduling
Secretary and
Treasurer will be elected for two years in EVEN years. The other officers
will be elected annually.
 
7. Presidential Assignments
A. The President will assign a chairman who will establish an annual
budget. This budget will be presented to the general body for
approval and shall not be exceeded without the approval of the general body.
B. The President will assign a Coach and General Manager of the All
Star Team. They will be approved by the general body.
C. The President will assign a League Historian who will prepare and
maintain a log of events.
D. The President will assign a Cup Chairman.
E. The President will assign a "23 and Under" Tournament Chairman.
F. The President will assign chairman of other committees, as
established from time to time.
G. The President will assign the chairman of the Arbitration Board
who will supervise all activities of the Arbitration Board. The
chairman and members of the Arbitration Board shall step down on
any case in which the President deems there to be a conflict of interest.
The Arbitration Board shall meet as necessary to dispose of all
protests, claims and suspensions.
H. The President will assign the Chairman of the Rules Committee
who will supervise all activities of the Rules Committee. He shall
be the interpreter of the rules. The Rules committee shall meet as
necessary to examine any proposed rule changes and make the necessary
recommendations.
I. The President will assign the Sergeant-at-Arms who will be
familiar with Roberts Rules and this constitution and will
recommend and enforce discipline and take charge of ballots and
voting at the Annual Meeting.

J. The President will assign the Custodian who will take charge and
maintain all equipment and property of the league.
K. The President will assign a Screening Committee to review
applications for membership, review requests for relegation or
promotion, review overall league structure, etc.
L. The President will assign the League Registrar who shall be in full
charge of all player registration, under the jurisdiction of the
ENYSSA Registration Chairman.
M. The President will assign a Special Committee to review cases
where severe illness, injury hardship or catastrophic occurrence
has befallen an LISFL player or club official. The committee shall
make a recommendation to the general membership for the
granting of a monetary disbursement, which is not to exceed $1000.

LEAGUE BODY
 
CHAPTER III
 
1. General Committee
The business of the LISFL shall be transacted by a general committee
consisting of the Executive Committee of the LISFL and one
delegate and/ or alternate delegate of each club of the league.
A. General Committee Membership:
The name of the club delegate shall be submitted in writing at the Annual
Meeting. Club officials listed in the directory or on the club
registration form will be recognized as alternate delegates. Other
changes in delegates or alternate delegates must be submitted in writing
to the LISFL secretary at least seven (7) days prior to the meeting
to ensure voting and voice privileges.
B. General Committee Voting:
1. Except when elsewhere specifically, excluded, the officers of the
league shall have one vote.
2. At general meetings the delegate or alternate delegate of each
currently registered club shall have one vote. Clubs not
participating in regular full season divisions, such as inactive clubs
and clubs participating entirely in the under 23 divisions, will not receive a
vote.
3. At the Annual Meeting the delegate or alternate delegate of each
club shall have one vote for each of its teams currently affiliated
with the LISFL when voting for officers. However, when voting life
membership and rule changes etc., it will revert to 1 club 1 vote. Such
teams must remain in good standing and participate in our regular, full
season divisions. Clubs participating entirely in the under 23
division will not receive a vote.
4. Club delegates serving as officers of the league may elect to vote
as a delegate or as an officer but not both.

2. General Committee Meetings:
General Committee meetings shall be held monthly on the last Thursday
of August, September, October, January, February and May except
when a holiday interferes, in which case, the date will be changed by a
vote at the prior General Committee meeting. The time of the meeting
is set at
8:30 P.M. The time of adjournment is 11:00 P.M.
 
3. Quorum:
The meeting shall have a quorum when a majority of the voting members
are present (clubs and life members). A majority of the quorum is
required to enforce LISFL business.
 
4. Annual Meeting:
The Annual Meeting shall be in June or July. The date and time of the
Annual Meeting shall be set by the Executive Committee.
 
5. Life Members:
Life members who fail to attend at least THREE meetings ( General or
Executive) within a rolling 12 month year will be placed in an
inactive status and shall not have a vote at any general committee or
annual general meeting. Inactive life members will not be counted in the
determination of a Quorum. Upon satisfaction of the three meeting quota,
such life member(s) will be returned to full life membership.
 
6. Emergency Meetings:
Emergency meetings may be called by order of the President or upon
request of the Executive Committee. The rules of this constitution
shall prevail at all Emergency meetings.
 
7. Visitors:
Visitors may be granted the privilege of being present at the Annual or
General Committee Meetings but shall have no voice or vote.
 
8. Fiscal Year:
The fiscal year of the league shall begin and end with the Annual Meeting.
All rules and regulations are in effect during the twelve months of the
fiscal year.

9. Order of Business:
The order of business for General Committee shall be as follows unless changed
by vote at the beginning of the meeting.
(1) roll call
(2) minutes of previous meeting
(3) communications
(4) unfinished business
(5) report of the chairman of standing committees
(6) report of officers (treasurer last)
(7) ENYSASA delegate’s report
(8) report of auditors
(9) discharge of officers (at Anuual Meeting only)
(10) election of officers (at Annual Meeting only)
(11) amendments to constitution and by-laws (at Annual Meeting)
(12) new business
(13) good and welfare
(14) adjournment
 
10. Roll Call
A roll call of the general meeting shall be conducted by the Secretary both at the
start of each general meeting and at 10:30 p.m. Officers and delegates
arriving more than 30 minutes after the first roll call or leaving before the second
roll call shall be marked as absent.

MEMBERSHIP
CHAPTER IV
1. Annual Membership Requirements for All Clubs
 
A. Team Annual Dues:
Each club shall pay annual dues as listed in Chapter X.
B. Club Membership Renewal
Clubs must renew their membership by mailing or paying fifty percent
(50%) of their annual dues to the Treasurer prior to the annual
meeting. Each club must pay in full the balance of the annual dues at
or before the August meeting.
B. Bond:
Each team of the league must post a bond before commencement of league
games. This bond shall be as listed in Chapter X. Fines levied against the
teams will be deducted from this bond. Teams must maintain the
bond balance. Teams failing to comply will be denied further
competition in league play.
 
2. Divisions:
Divisions in which teams will compete will be established yearly by the
Executive Committee and approved by the General body.
Competition will be arranged to match the level of skill and geographic
convenience.
New clubs entering the league will be placed in the lowest division unless
other eligible clubs decline to move up in division. The Screening
Committee will review all applications for membership for
divisional placement.
Established clubs from another established league may enter the LISFL in
a higher division other than the lowest division, by payment of a
placement fee. ( Format to be determined by the Executive
Board.)
 
3. Club Withdrawal:
A. If a club should withdraw one or more of its teams from the league
during the current season, such club shall be fined for games not played.
Games scheduled within the first 15 days of notice of intent to
withdraw shall be fined as forfeits per Chapter VII. 2. E. All
remaining games not played will be fined as listed in Chapter XI

B. If a club should withdraw from our league during the current
season, all moneys due to the league shall be deducted from any
available bonds, and the balance (if any) of such bonds shall be
returned to the club. All outstanding balances shall be prorated amongst the
club’s players, and must be paid on an individual player basis when
such player re-enters this league.
C. Clubs which have previously withdrawn from this league may be
re-admitted to membership by majority vote at any general
meeting. All outstanding balances, fees, and bonds must be paid in full
and the General Membership may set additional bonds as a
condition of re-admittance.
D. Any club having once withdrawn a team in the current season shall
post in each subsequent year increased team annual bond(s) as listed in
Chapter X.
E. A club having withdrawn a team in consecutive seasons shall not
be permitted to participate in that division in league play for a
period listed in Chapter X.
 
4. Inactive Club:
A club may maintain membership in this league without entering any teams for a
maximum period of two consecutive seasons. The club must pay the full
club annual membership fee for such seasons at the start of each season and shall
receive ONE vote at only the Annual Meeting.

5. Entrance Requirements for New Clubs
 
A. Membership Application:
Applications for membership must be accompanied by a list of club
officers, club colors, field name and directions, and league
application fee as listed in Chapter X. This fee is non-refundable,
but upon acceptance into the league, will be credited to the clubs
account.
 
B. Applications Procedure:
All applications for membership should be made prior to the June open
meeting to ensure that consideration for the coming season will be
made. The Screening Committee will review new club applicants. Final
voting on new club memberships will be completed at the August open
meeting.
 
C. Probation:
All new clubs entering the LISFL shall be on a three year probation
period. During this time player and team conduct will be in
excellent taste. All financial transactions shall be on a cash and carry basis.
6. Entrance Fee and Bond for New Clubs:
A. New Club Entrance Fee:
The league entrance fee for new clubs shall be listed in Chapter X. This
fee is in addition to all of the other membership fees described
herein.
B. New Club Bond:
New clubs entering this league shall post an additional bond equal to the
entrance fee for the purpose of establishing good intent and good
conduct. This bond will be held for a period of three years or until
the club withdraws in good standing. Good standing will be
determined by a majority vote at any General Meeting.

SPONSORSHIP
CHAPTER V
 
1. Club Sponsors:
Clubs may be sponsored by anyone. However, the name of the club must include
the town or community from which it originates. Reference to ethnic association
shall be reviewed by the Screening Committee.
 
2. Jersey Emblem:
Size and location of advertisement and letters or emblems on player shirts shall be
reviewed by the Screening Committee.
 
3. Jersey Numbers:
All teams registered in this league must wear numbers on their uniforms. The
dimensions of the numbers shall be six to eight inches on the back of the shirt and
three to four inches on the front of the shirt.

PLAYER REGISTRATION
CHAPTER VI
 
1. Player Registration Eligibility:
A. Amateur as well as professional players may participate in games of this
league provided they are duly registered.
B. To be eligible to play for a club in any scheduled league or cup game, each
player must, at the time of such game, be duly and properly registered with that
club, and must produce a valid player’s pass. Clubs with teams in different
divisions must have color coordinated passes.
C. Challenges to a player’s eligibility should be filed at the earliest possible
moment or at any time during the game. The Executive Board will investigate and
act upon, any team’s willful use of ineligible players, without protest from such
team’s opponents, and may rule games forfeit or otherwise reverse games played
within the most recent season.
2. Player Registration Period:
A. An amateur player registration remains in effect from September 1st of the
current year through August 31st of the following year.
B. A professional player registration remains in effect until a properly
executed release is obtained from the club.
3. Number of Players:
A. Each team must, at season kickoff, have at least thirteen (13) registered
players. During the season a player may not be released if such release would
reduce the number of registered players below thirteen (13).
B. For all divisions a maximum of twenty-four (24) players may be registered
at a given time. For clubs with more than one team, each team shall comply with
the above rules on an individual team basis.
C. Prior to the start of the season, a new team may take no more than one player
from an existing team unless that team has disbanded, not fielding for the current season
or the Club President has agreed to permit more than one player to transfer to that team.

4. Inter divisional Player Eligibility:
A player registered with a club in an age related division (Over 30 or Over 40)
may play for any divisional team of his club provided he is eligible by age for that
team. If a club fields an additional team in the O-30 or O-40 division, the passes
must be color coded.
 
5. Player Releases:
Players changing their clubs during the current season must be released from their former club before they may re-register for their new club. Releases are required from the former league and team if a player enters this league during the current season.
During the season a team may add only one player to their roster from another
existing LISFL team. The player’s prior team may waive this provision. This
provision shall not apply if the player’s prior LISFL team has withdrawn from
competition during the current season.
 
6. Players Not In Good Standing:
A club may release a player who is not in good standing (but not suspended) and
notify the Registrar in writing. When a player returns in good standing the club
shall notify the Registrar immediately. The Registrar shall withhold this player’s
registration until cleared from his former club.
 
7. Suspended Players:
Players who are suspended during the current season may not be dropped from
the team’s registration roster until the end of the season.

8. Player Registration:
A. All passes shall be returned to the league Registrar at the Annual Meeting.
B. If a player’s pass is lost, a new pass must be issued before the player is
eligible to play. There shall be a charge for the lost pass as listed in Chapter X.
C.
1. Clubs may not transfer players from any divisional roster to their
Over-30 or Over-40 roster after the April 15th cutoff date.
2. To be eligible for the LISFL cup games, the cutoff date for
registering all players will be April 15th of each year.
3. A player who was legally registered with another club during the
current season cannot be signed with a new club after April
15th.
(This is only for LISFL competition.)
 
9. Registration Materials for Opening Kickoff:
Player registration will be issued to those clubs who have paid their annual
membership fee.
 
10. Over- 30 or Over-40 Proof of Age Requirements:
A player who desires to play in an age related division (Over-30 or Over-40) must
produce documentation to prove his birth date. Only an original document such as
a birth certificate and current picture identification such as a valid passport will be
accepted. Players and clubs who deliberately misstate the birth date will be
suspended and/or fined (Player Penalties). The team utilizing such players will
lose all games during which the player was illegally registered.

GAME REGULATIONS
CHAPTER VII
1. Rules of Soccer:
A. All games within this league shall be conducted under the rules recognized
by this league which are the FIFA rules. National Open, National Amateur,
ENYSSA, and League Cup games shall take precedence over league games, when
teams have agreed to enter such competition.
B. All positions in a division, including promotion and relegation shall be
determined by: a) most points b) best goal average c) best goal difference d)
playoff game(s) in that order. Three (3) points are awarded for a win, one (1)
point for a tie and aero (0) point for a loss.
C. Where there is an East (North) and West (South) within a division, a
playoff match between the winner of the East (North) and the winner of the West
(South) will be arranged to determine the first and second place in the division. If
the match ends in a tie, league cup rules will apply to determine the winner (i.e.,
penalty kicks).
 
2. Forfeits and Postponements:
A. No scheduled game shall be postponed without the consent of the
Scheduling Secretary.
B. Any Club failing or refusing to play a regularly scheduled game shall
forfeit the three points. No club shall agree to postpone a game without the
permission of the Scheduling Secretary.
C. Any team not appearing for three scheduled league games in one season
will be considered to have announced its intention to withdraw from this
league and will be treated as such.

D. Teams must have at least seven players on the field for a game to be
official. Less than seven players constitutes a forfeit.
E. Teams failing to appear for regularly scheduled games shall be fined for
each offense as defined in Chapter X. If the reason for such non-appearance is due
to participation in any other competition not endorsed by this league, or if the
team failing to appear is the home team, this fine is doubled.
At the start of each season, all clubs will post an additional bond of $300
(for one year only) if its’ team has forfeited 2 games during the previous season.
Permission must be requested and granted by the league to play in non-league
competition during the league season from September through the end of the
regular season and Cup competitions.
F. Teams wishing to be excused from any scheduled league game must
notify the Scheduling Secretary 30 days prior to the game. Permission may be
granted no more than once per team per season and will depend on the validity of
reason and how such request affects the league schedule. Teams failing to notify
the Scheduling Secretary 30 days prior to the game must play the game or forfeit
the points. (Forfeit with at least 15 days notification does not invoke a fine,
excluding conditions of Chapter VII, Sub-Chapter 2 (J).)
G. Should either team be unprepared to play at the time set by the league
Scheduling Secretary, the referee shall allow a grace period of 15 minutes after
scheduled kick-off time. The referee will so report to the league and the
delinquent team will be fined as provided in Chapter X, and the game will be
played. After a 30- minute grace period the game will be forfeited.
H. All game forfeits shall be scored 3-0.

I. A team may request, and the Scheduling Secretary will automatically
grant, a postponement of a game whenever three or more of its’ players, eligible to
play in such game, are unable to play due to their participation in any soccer game
in which the players represent a higher lever US body, such as the US National
Team, State Select team or LISFL Select team.
J. Any forfeit in the last five (5) games in any season that affects Promotion,
Relegation, or a Trophy Position, the offending team will be fined one hundred
($100) dollars and three (3) points will be deducted the following year for each
offense.
 
3. Scoring Following Team Withdrawal From the League:
In the event that a team, through disbandment or any other reason, withdraws
from the league, and does not finish its’ schedule of games, the following rules
shall prevail:
A. If at least one half of the full schedule of games is played, not including
forfeits, all scores shall stand. The points of the remaining games shall be credited
to the opponents by a 3-0 score.
B. If less than half of the full schedule is played, not including forfeits, all
points and scores for all games shall be canceled.
C. An interpretation of half schedule means that one-half of the total number
of games on the schedule has been played, not including forfeits, (even though
some teams may have played twice).
 
4. Referee Procedures:
A. The referee shall call all games according to the FIFA rules.
B. The referee shall forward to the league Scheduling Secretary the results of
each game played, a list of the players participating and all particulars thereof,
within three days of the game. Should there be any discrepancy in this report, the
referee shall be called upon to clarify the same.
C. If the referee appointed to a game fails to appear for his engagement, the
captains of the competing teams must agree on a referee for the game. In such
event, both the referee so agreed upon and the home team shall forward full
particulars to the league arbiter within three days of the game. In the event no
agreement can be reached in selection of a referee, the following options with
then be available:

1. Both teams will forfeit the points and not play the match. This option is only
available when the result of the game will not knowingly change the promotion or
relegation of another team.
2. Either team may request a rescheduling of the match by writing within three days
of the match, to the Scheduling Secretary. If only one team makes the properly filed
request, that team shall receive the three points with a 3-0 score.
D. If the referee fails to appear for his assigned game the home team must notify the
Scheduling Secretary on the same day of said game. Clubs failing to do so shall be fined
as listed in Chapter X. The Scheduling Secretary in turn shall forward the names of
absentee referees to the referee associations for disciplinary action.
E. If the referee finds the grounds in unplayable condition, he shall be entitled to his
traveling expenses to be paid by the home club, provided the game has not been officially
called off. In case of forfeited games he shall be paid the full fee.
 
5. Game Procedures:
A. The names of all starting players must be submitted to the referee on an
official lineup form before the start of the game.
B. All starting player’s passes shall be in the hands of the referee at game
start.
C. The names of substitutes must be written on the form. Additions or
corrections after the start of the game may take place at any time the referee
deems convenient (at the time of substitution or at half time or full time), but in
all cases legally registered players will be allowed to participate. Passes must be
presented to the referee upon substitution into the game.
D. For the all divisions, seven substitutes with unlimited re-substitution is
permitted.

6. Player and Team Conduct:
A. Every club is responsible to the league for the conduct of its players,
officials and spectators and is required to take all necessary precautions to prevent
threatening of officials and players during or at conclusion of a game. Each team
must have four officials, wearing armbands indicating club official, who shall be
legally responsible for the conduct of the club and the safety of the referee and the
opposing team.
B Any player who threatens an official shall be immediately subject to a four
game suspension.
C. A player who attacks a referee shall receive a five year suspension from
play in the Long Island Soccer Football League.
D. If within one season a club shall be involved in more than one case of
referee assault, whether by its players or spectators, such club shall be suspended
with all its teams for the balance of the seasonal year and for the ensuing seasonal
year. In addition, the club’s bonds shall be automatically forfeited and the club
shall be subject to such fines as may be assessed by the arbiter. Upon expiration
of the club’s suspension, the club may be reinstated in the league by a two-thirds
vote at the Annual Meeting at the end of the full year of suspension.
E. Any team or club demonstrating poor conduct on or off the field may be
subject to suspension by a majority vote of the general body. In extreme cases, the
Executive Committee may postpone that team’s games until such vote may be
taken.
F. If during a game, three or more players become involved in a "free-forall",
then the team whose player is the third player in will be punished according
to the schedule of fines listed in Chapter X.

7. Fields:
A. Field name and directions must be provided to the league at the Annual
Meeting.
B. Any club changing the location of its playing field during the playing
season must notify their immediately scheduled opponents and also the
Scheduling Secretary. Thereafter, such changes shall be noted on subsequent
schedules.
C. Field changes of more than three miles separation, or game time changes
of more than one hour may not be made to the Scheduling Secretary after 9:00
P.M. on Wednesday evening prior to the game, unless both clubs agree.
D. Clubs failing to obtain grounds for regularly scheduled games must play
on the grounds of opponent or field selected by the Scheduling Secretary and shall
assume responsibility as the home team. Such arrangements must be made in full
cooperation of the league Scheduling Secretary two weeks prior to the game.
E. The home club shall report to the Scheduling Secretary at least three hours
before the start of the game if weather conditions have made the field unplayable.
Only the Scheduling Secretary shall have the right to call off the match.
F. Except as noted below, all games will be played on Sundays with
scheduled starts 9:00 A.M. or later and with completion during normal daylight
hours. There are two exceptions to this rule:
1. when both teams and the Scheduling Secretary agree
otherwise, or:
2. when acting in the interests of the league, the Executive
Committee may require two teams to play at a time and
place of its choosing. This latter exception shall be enforced no more
than 3 times per team per season and shall require that both teams
be given at least 7 days advance notification.
G. If the weather is bad or threatening, clubs and the referee shall obtain
information by telephone from the Scheduling Secretary to ascertain whether the
game can be played.
H. The home club shall contact or e-mail the visiting club on or before the
Wednesday evening prior to each game to confirm that the match is scheduled,
reaffirm the time, place and directions, and to verify that the club uniform colors
are sufficiently distinct. Where conflict of colors occurs, the home team will
change colors.
I. Unless both teams and the Scheduling Secretary agree otherwise, no
games will be scheduled on Memorial Day weekend.

8. All Star Representation:
A. The Games Committee shall have supervision over all representative
games. Committee secretary shall give proper notice to all players selected by this
league for such games. If a player cannot appear, a notice giving the reason for his
inability to appear must be given without delay. Any player selected for a
representative game shall be suspended for a period of at least two weeks if he
fails to appear without a valid excuse and shall be barred from appearing in any
other representative games until such time as he appeals to the Executive
Committee of the league.
B. Any player representing a LISFL select team who sustains an injury in a
select practice or game, will not have to pay any out of pocket expense for the
deductible portion of the insurance. The League will pay the deductible and noncovered
expenses for the injured player up to a maximum of $1000.
 
9. National Cups:
Any team reaching the semi-finals of any National Cup shall be awarded a
monetary award from league funds, and for reaching the final an additional award
will be given. The league shall set up and maintain for this purpose a reserve
fund. The amount of this fund and the monetary awards shall be listed in
Chapter X.
 
10. LISFL Cups
A. The LISFL shall offer the following cup competitions:
Mc Kim Cup- Division I teams plus top Division II teams
Hertwig Cup- Reserve Division teams
Themann Cup- Division II teams plus top Division III teams
Edwards Cup- Division III teams
Rietschlin Cup- Over 30 Division teams
Gillen Cup- Over 40 Division teams
Cangero Cup Winner of the McKim Cup vs. the winner of the regular
season first division competition.
B. The above structure shall be a guideline only. The particular cup for which
any team competes shall be determined by the Cup Committee. Participation in
the LISFL cup competitions is optional for LISFL teams.
C. In all single elimination competitions, such as the LISFL cups, the
scheduled team pairings will be arranged such that no team will have more than a
one-game advantage over any other team in the competition. The champion and runner
up from the prior year’s competition will be seeded such that
they will not meet until the final game.

FINES/PROTESTS/CLAIMS & APPEALS
CHAPTER VIII
 
1. Protests:
All protests which arise from an infringement of the playing rules are
subject to a protest fee as listed in Chapter X. Protests, giving
detailed reasons, and including such fee, shall be submitted in
writing, by Wednesday midnight after the game, sent to the
Chairman of the Arbitration Board, and a copy via
certified mail or e-mail to the opponent. The protest will not be considered
until the league has received the appropriate fee (if the protest is filed by
e-mail, the protest fee may be submitted at the time of the hearing)
and proof that the opponent was properly notified. Any grounds for a
protest which arise before the start of a game shall immediately be
submitted in writing to the referee and the opposing team before the
commencement of the match. Such protests must be followed by the
above outlined procedure, or will be declared null and void.
2. Liabilities for Game Forfeits
Visiting clubs failing to appear for a regularly scheduled game are liable
for legitimate expenses incurred by the home club. Such expenses,
fees, etc., are not to exceed the limit specified in Chapter X. Home clubs
must send legitimate itemized bills with such claims to the league.
Home clubs must pay the referee. The referee’s fee will be automatically
assessed against the visiting team by the league and returned to the
home team.
3. Claims:
All claims for damages, such as arising from a non-appearance of a team,
etc., are to be submitted in writing to the chairman of the
Arbitration Board, postmarked or e-mailed by Wednesday midnight
after the scheduled game to the League Office. These do not
require a protest fee.

4. Decisions and Appeals: Arbitration
All decisions of the Arbitration Board will be announced at the next
General Meeting of the league. The teams involved will be notified
in writing within three weeks of the game.
The decisions rendered by the Arbitration Board will be binding, subject
to the following appeals procedure. Any team may appeal a
decision of the Arbitration Board by submitting a written appeal, to the
President of the league, dated no later than 14 days after the date of
the written decision rendered at the Arbitration Board. The
appeal will not be considered until the league has received the
appropriate fee. Such appeal fee shall be listed in Chapter X. A copy must
be simultaneously sent to the opponent involved via certified mail, fax or
e-mail. The President shall present the appeal at the next Executive Committee
meeting at which point deliberation and voting will take place. If
the decision is with the accused, all fines, fees and penalties are
dropped. If the decision is against the accused, the fines and penalties
will remain as stated and the appeal fee will go to the league treasury.
 
5. Appeals to State Appeals Board:
Clubs may thereafter appeal to the ENYSSA according to the rules of that
body, also providing that the league is so notified within three days
of rehearing.
 
6. Reporting Game Scores:
Clubs failing to report game scores to the proper parties and clubs
reporting erroneous scores will be fined for each offense as
specified in Chapter X.
 
7. Meeting Attendance:
Clubs failing to send a delegate to the monthly meeting will be fined and
clubs failing to attend the annual general meeting will be fined as
specified in Chapter X.

8. Bad Checks:
Any club issuing a check which is uncollectable shall be fined as listed in
Chapter X. such fine shall be abated if the club can furnish a
certificate from the bank to the effect that it was the fault of the bank.
 
9. Payment of Fines:
All fines imposed for whatever reason shall be paid within thirty days
from the date imposed or such club will be suspended.

GENERAL RULES
 
CHAPTER IX
 
1. Constitutional Rule Changes:
A. Permanent changes to these rules and regulations shall be made at
the Annual Meeting. Such changes shall require a majority of at
least two- thirds of all votes cast in order to become an official part of
this constitution. Clubs must present all rule change proposals
in writing, signed and seconded by an official of another club, to the
Rules Chairman at or prior to, the regularly scheduled May meeting.
Rule change proposals submitted by mail must be postmarked 30 days
prior to the Annual Meeting. The Rules Chairman shall send all
such rule change proposals in writing to all affiliated clubs at least
15 days prior to the Annual Meeting.
B. Necessary changes, which will expire at the beginning of the next
Annual meeting, may be made to these rules with a 95% majority
vote of the club delegates and life members which constitute a
quorum, and the names of the delegates and life members shall be
recorded. (Abstentions shall be included in determining the
quorum)
C. All constitutional rule changes shall be made by vote of club
delegates and life members, but shall exclude votes of elected
officers.
 
2. Player Risk and Responsibility:
The players assume all risks, responsibilities, and liabilities for loss or
damage or injury to himself while engaged as a player in the
league or in using the property and facilities of the league, whether such
damage, loss or injury be occasioned by the league, its agents, employees
or otherwise. The league and clubs waive any and all claims for damages
and costs arising out of such loss, damage or injury.

SCHEDULE OF DUES, BONDS, FEES, AWARDS AND FINES

1. General Rules:
A. The league shall place all bond money in a savings account. All
interest shall become part of the league treasury.
B. When the team forfeits its bond, the league shall remove said bond
and place it in the treasury.
C. Procedures for and the magnitude of fines will be established by
the Rules Committee and approved at the general meeting as
required.
D. All financial transactions which would result in excess of $50.00
will be on a cash and carry basis.
E. All proposals for financial assessments to clubs which are in

D. Referee Travel Fee
A referee may be awarded a travel fee. This fee is awarded by the ENYSSA
Referee Assignment Chairman. This amount is written on the game assignment form

Joseph Goldberg Indoor Tournament- Indoor Program ( fees, time, duration,
location, rules, prize money, etc) is established annually.
 
F. Liability Insurance
Each team must subscribe to the USASA liability insurance program. The fee and its
coverage are negotiated annually. A certificate of insurance is mailed, faxed or
e-mailed to the owner of the field as part of the service. Each club must provide the name
and address of the field owner.
 
G. Medical Insurance
It is mandated by the ENYSSA that each team provide medical insurance for its
players. The fees and coverage of available programs are provided annually to the season
kickoff.
H. Fines to be assessed by the arbiter are outlined in the appendices under
Arbiter Guidelines.

APPENDICES
The LISFL
A Brief History
The LISFL was born in 1948 and consisted of just four teams. This was a new sport for
Long Island and growth was slow. By 1959, the league had grown to two ten team divisions.
The league became incorporated under the name, Soccer League of Long Island, Inc.
During the early and mid-sixties the officers of the league were instrumental in laying the
groundwork for the present Junior Soccer League of LI. After several false starts, the seed
took root and the growth of the LIJSL was constant and it soon became an independent entity.
The Senior Soccer League continued to grow at a more modest rate during the seventies
and to the present time. We now support four competitive divisions of men’s open soccer.
In addition to Men’s Over 30 & Over 40 Divisions.
 
League Boundaries and Make-up
The Long Island Soccer Football League serves clubs on Long Island from the East River of
Manhattan to Montauk Point. Consideration is given to creation of a division structure which
minimizes travel.
Clubs from all economic levels, ethnic groups, industrial sector and LIJSL affiliates are
members of the LISFL. The league cooperates with club sponsors by providing individualized
plaques and league banners for the sponsor to advertise their involvement with the club.
Junior club affiliation with a senior team is encouraged since the relationship is valuable to both.
The senior league benefits by the addition of any strong club. The junior club should expect
the senior level players to attend and assist in training sessions. Skilled players can teach and
demonstrate skills about which many coaches can only talk.
The primary requirement for membership in the LISFL is the exercise of good sportsmanship-
ALWAYS.

LISFL STRUCTURE
 
The administration of the LISFL is controlled by the Executive Committee which is elected each
year by the League Delegates and Life Members at the Annual Meeting in June.
The general membership meets on the last Thursday of the designated month to conduct and
coordinate the league business. The Executive Committee meets two weeks prior to the general
meeting to prepare business to be conducted at the general meeting.
In the 2009-2010 Fall season, the LISFL consisted of 46 clubs which sponsored 77 teams. A list
of clubs and their representatives which are currently active are contained in an addendum.
The teams of the LISFL are currently divided into six divisions. Reserve division teams are
sponsored by the clubs who have first division games.
The 2nd and 3rd division are successively lower divisions. At the each end of each season, for
the 1st, 2nd, 3rd & Over 30 divisions, the bottom two teams of the higher division exchange
positions with the top two teams of the lower division. ( This procedure could be modified as
outlined in the Constitution- Chapter IV.2)
The Ryder/Vass 23 and Under Collegiate tournament is kicked off in July.
 
Life Members
Induction to life membership will be a two-step procedure, requiring 70% majority of the
Executive Board and Active Life Members prior to the AGM, and a majority of 50% plus 1 vote
by the General Membership at the AGM.
The Life Members of the LISFL are entitled to vote at all General, Annual and Executive
Committee meetings and through their experience will guide the actions of this league. Life
members must have exemplary records with the LISFL and combinations of factors to be
considered in their election will be:

Joseph Goldberg Indoor Tournament
This tournament is conducted each year at a location and cost per team as is available and
required. It is open to all teams in good standing in all leagues and is open to college teams. All
applications to this tournament are reviewed by the Executive Committee. Registration deadlines
are set by the Tournament Committee.
 
College Summer Tournament ( Ryder-Vass Cup)
This tournament is open to Men’s 23 & Under Collegiate players. The games are played in the
months of July and August and are late afternoon games. Cost per player entry is decided
annually.

LISFL CUP RULES
1. For the purpose of the LISFL Cup games only, a player shall be cup-tied to the team for
which he first plays in a LISFL Cup competition, and thereafter may not play for any other team
in any of that year’s LISFL competitions. For this purpose, a player will be considered to have
played a game if he has signed the line-up form or has entered the game.
2. Rules for substitution will be for the higher division which the cup is associated.
3. There will be no ties. games tied at the end of regulation time will be resolved by penalty
kicks according to FIFA rules.

5. The final round of all cup games will have linesmen. Referee and linesmen fees for the
final game shall be paid by the LISFL.
6. Team and player trophies shall be awarded to the first and second position teams for all
cups.
7. New players may not be added to the roster for semi-final and final games.
8. The scheduled team pairings will be arranged such that no team will have more that a one
game advantage over any other team in the competition. the champion and runner-up from the
prior year’s competition will be seeded such that they will not meet until the final game.
9. The Cup committee shall rule on all protests to the games. Appeals to Cup Committee
rulings shall follow standard league appeal procedures.

JOSEPH GOLDBERG 2010 INDOOR TOURNAMENT
 
Fees: Tournament fees are $450 Division 1 teams, $400 all other divisions and $500
non-LISFL teams.
Admission: $5.00 including players. Children under 12 free.
Duration: Each game will a single 24 or 28 minute period depending on your group. There
is no halftime break. Each team will play a minimum of four games. Any
team not ready to play at the scheduled starting time will forfeit that game.
Roster: Each team is allowed seven (7) players on the field (six plus a goalkeeper). The
minimum roster size is nine (9) players, the maximum roster size is
eighteen (18) players. A player may play for only one team in the tournament
and must remain on their roster for the entire tournament. Removal of a
player from a roster is not permitted. Players may be added to the roster up to
the maximum of eighteen (18) players only in the qualifying games. Rosters are
frozen after the preliminary rounds. Only two (2) non-players are
permitted on the team bench during games and they must have an ENYSSA
Coaches Pass. All team personnel on the bench must stay within the marked
area or can be issued a yellow card at the referee’s discretion. A team having
less than four (4) players on the field will forfeit that game.
Players must be affiliated with the USSF/ENYSSA and have a current pass.
Players must be registered with the same club, player loan forms are
not permitted. Rosters and passes must be presented to the Registration
Committee thirty (30) minutes prior to the starting time of each session. Each
team must have one person present with a current ENYSSA Coaches/Supervisor
Pass.
Uniforms: Players on teams must wear the same colors. Players must have a number on their
jersey. Players must wear the same number throughout the
tournament. Each team must have two sets of uniforms (different colors). In the event
of a uniform color conflict, the home team (the team listed first) must change
jerseys. Wearing of cleats is not permitted. All players must wear shin
guards.
Illegal Players: Teams with illegal players on their roster will be fined. Any team that uses
an illegal player will forfeit those games the player played in. Teams using illegal
players maybe removed from the tournament at the discretion of the Tournament
Committee.

Rules: Standard FIFA soccer rules will be in effect except as follows:
1. There will be no off sides.
2. An indirect kick will be awarded from the midfield line if the ball passes over the
midfield line without touching the playing surface or another player:
. On a goal kick
. On a throw by the goalkeepers
. On a kick by the goalkeeper from the penalty area after the
goalkeeper has controlled the ball with his hands.
3. An indirect kick will be awarded if the ball hits the ceiling or any other object
overhanging the playing surface. If this occurs within the penalty area, the
kick will be taken from the nearest line of the penalty area.
4. A two (2) minute bench penalty will be assessed against any player receiving a
yellow card from the referee. A yellow card received by the goalkeeper or
someone not on the field, will be served by a player on the field.
The full two minutes will be served regardless of any scoring. The penalty
will not start being timed until the ejected player sits down on the penalty
bench next to the 3rd referee. Two yellow cards during the same game will
constitute a red card. A red card means ejection from the game. The player
is also ineligible to play in the next game. Any other red cards mean a player
will sit out the next game or games at the discretion of the Tournament
Committee. Penalties for serious infractions may be carried over into the
regular outdoor season. In the playoffs if a player is serving a two (2) minute
penalty and time expires with the score tied, that player will be allowed to
take a penalty kick.
5. Unlimited in and out substitutions may be made as follows:
. In the middle of the field by the referee only.
No substitutions will be allowed in the last two (2) minutes of the game except
in case of injury.
6. Goalkeepers will be allowed to handle balls passed back or thrown in from their
own players.
7. If a penalty kick is awarded during a game, all players (other than the kicker and
the goalkeeper) will stand up behind the midfield line.
8. Players must stand at least four (4) yards from an opponent taking a free kick.
9. There will be a two (2) minute penalty for a team that has too many players on the
field.
10. No slide tackles
11. Five seconds to take any kicks after a foul.
12. Any team that starts a fight will automatically be thrown out of the tournament.
13. The clock will be stopped during the last two (2) minutes of all final games
whenever the ball is not in play.

Standings: The standings of teams within a group for playoff competition will be determined
according to the following criteria, in this order:

4. Head to head competition

Points: The point system is set up to provide a penalty for teams that forfeit a game rather
than play and lose a game.
Win- 3 Points
Tie- 2 Points
Loss- 1 Point
Forfeit- 0 Points
Forfeits: In the case of a forfeit, a 3-0 score will be awarded to the opponent. Teams
forfeiting games will be fined. The amount of the fine will be determined
by the Tournament Committee.
Ties: In playoff competition, if a game is tied at the end of time, penalty kicks
(minimum of 3) shall be taken to determine the winner of the game.
Protests: Protests must be presented to the Tournament Committee in writing within one
(1) hour of the end of the game together with a non-refundable protest
fee. Five members of the Tournament Committee and/or the LISFL
Executive Board will hear the protest. All decisions by the committee are final.
Playoffs: In a division with two groups, the top four teams from each group advance to the
playoff round. In a division with three groups, the top two teams from
each group will advance plus two (2) wild card entries from the remaining
teams. The wild card entries will be selected based upon the rules as defined
in the Standings section.

2010 LISFL RYDER VASS 23 & UNDER TOURNAMENT RULES
 
A. Enrolling a Team
An application to enter a team in the Ryder Vass Tournament can be obtained by:
a) Call or visit the LISFL office during office hours. The office is located at 95
Broadway, 2nd Floor, Hicksville, NY, 11801. Telephone (516) 433-1880.
The fee for entering a junior team affiliated with ENYYSA or a senior team
affiliated with ENYSASA is $350. The fee for entering a non-affiliated team is
$450.
All tournament teams must be fully insured by the ENYYSA (junior teams)
or ENYSASA (Senior Teams) A junior league team with all junior playersplayers
who are registered to a club in a league affiliated with ENYYSA for
the Spring 2010 season, that adds even one (or more) senior player-A player
over the age 19 or a player who is U-19 but was not registered for the Spring
2010 season, becomes a senior team and must be affiliated with a senior club
to pay $350. If not affiliated with a senior club, the fee for the team is $450.
The application must be completed with a check for the full amount made out to
the LISFL and sent to either:

After the enrollment form has been received registration materials will be mailed
out or can be picked up at the LISFL during normal office hours.
The enrollment form and registration materials may also be picked up at the
Tournament Meeting which will be held at the LISFL office, Wednesday, June
9th, 2010 at 8:00 P.M. To receive your registration packet you must bring your
check to the Tournament Meeting. Call the LISFL office if you require directions
to the league office.
A home field is required to enter the tournament. Teams may be accepted
into the tournament without a home field on a case-by-case basis, with the
approval of the tournament chairman.
The last day to register a team in the tournament is June 25th, 2010. Teams
that are conditionally accepted after that date must pay $475.

B. Team & Player Registration
Male players must be born after 9/1/86. However, a team may have three male
players per team over the age limit. All players must be born before 1994 to play
in the tournament. Each team are permitted to have 25 players on their roster.
Players can be added or deleted from the team roster by the authorized club
official only.
The last day to delete a player and/or register a player to a team is July 16th,
2010. Player registrations and deletions must be in writing on the proper
registration form signed by the club official designated for the tournament. Player
registration must be done during operating hours of the LISFL, and only at the
LISFL office located at 95 Broadway in Hicksville; N .Y .At time a team is
registered for the tournament, a player roster, filled out in alphabetical order must
be submitted along with player registrations.
A pictured ID is required to register a new player. Proof of age such as a prior
player pass, photocopy of a birth certificate, drivers license, passport, etc must be
submitted. A registered, current year junior player-pass from a junior league
affiliated with the ENYYSA may be used. No further proof of age is required.
All Ryder Vass Tournament passes may be kept by the team for next years
tournament use.
A prior year player pass from last year’s Ryder Vass Tournament may be used.
No further proof of age is required.
A prior Ryder Vass Tournament pass must have a current tournament
registration sticker affixed to the back the pass. If a team uses a plaver pass
with no current tournament registration sticker on the back during a game,
that team will be thrown of the tournament.

C. Rules Covering Games
Men’s U-23 Games will be played on Tuesday, Thursday and Sunday.
Make-up games will be played on any day possible.
If a game is rained out teams must immediately re-schedule the game. If the
teams cannot mutually agree on a date, the tournament chairman will decide
on the date. Teams should make every effort to play all their games. An
entire team not appearing for any game will forfeit that match and not be
eligible to participate in the playoffs.
The supervisor must be called 45 minutes prior to game time in the
event there is inclement weather.
All games will start at 6:15 P.M. A 15-minute grace period is allowed.
Normally, the game will be played with two halves of 45 minutes. Equal halves of
shorter duration may be played at the referee’s discretion due to darkness, etc.
A maximum of 18 players may be dress for a game. A minimum of 7 players is
needed to start a game. Unlimited player substitution in and out is permitted. A
LIJSL or LISFL line-up form will be used for each game.
The referee fee of $70 must be paid at the field. Each team will pay the referee
$35. Failure of a team to pay the referee fee will result in disqualification
from the tournament. If the referee fails to appear, the game must be played.
Both teams must agree on a referee. Failure by the teams to agree on a substitute
referee will mean a forfeit for both teams. The substitute referee must call the
tournament chairman with the results of the game. The substitute referee must
send a complete written report for any infractions to the tournament chairman.
Each team must supply a referee assistant to assist the referee under FIFA rules.
The away team must call the home team three days prior to the game for
confirmation of the game site and directions to the field.
The home team must provide a lined field with corner flags. They must put up and
take down the nets. They must furnish the game ball. The away team should also
have a ball for use. If there is a conflict with jersey colors, the home team must
change jerseys.
The home team is responsible for calling in the score of the game to the
supervisor no later than two hours after the game. Failure to call in the score
may result in a fine to the home team.

D. Protests & Red Cards
All protests about games must be made in writing and sent to the Tournament
Chairman within 48 hours after the incident. The person designated on the
tournament registration form must make the protest. In all protests, the decision
of the Tournament Chairman is final.
 
E. Standings & Playoffs
A win is worth 3 points. A tie is worth 1 point. A loss is worth no points.
Ties in the standings for the playoffs are decided on the following basis:
1) Head to Head

3) Fewest Goals Allowed
4) Most Goals Scored

GUIDELINE SUMMARY TO NEW CLUB RESPONSIBILITIES
 
A new club wishing to enter the LISFL should be aware of the responsibilities expected of them.

(NOTE: As a rule of thumb, the State Fee, League Fees, Referee Fees and Player registrations

uniforms, balls, nets, flags, pump and line marking equipment. Usually, there are changes to the
team’s roster- additional player signings and deletions, etc. Some clubs pay field rental. National
and State Cup Fees and Indoor Tournament Fees are additional.
 
Field:
A club must have a home field where their home games are to be played. The club
must provide goal posts, nets, corner flags and field markings. Games must be
played between 9 AM and 6 PM ( unless the field is equipped with field
lighting) on Sundays, unless special permission has been received or
mandated by the LISFL.
 
Uniform:
A team must have two sets of uniforms. The uniforms consists of shoes, socks,
shin guards, shorts and jerseys. The uniforms must be identical for the
complete team. One player must wear a captain’s arm band. Shoes must meet
soccer specifications.
 
Player Passes:
A team must have between 13 and 18 properly certified player passes. These
passes must be provided to the game referee prior to each game. A
properly filled in player line-up form must also be given to the referee
prior to the game. (Youth players properly registered with their affiliated
youth league may play in LISFL games with proper permission from the
ENYYSA.)
 
Medical Insurance:
Medical insurance is included in the registration fee paid to register the player
with the LISFL through the ENYSSA.

Games:
A team is expected to play the full season. The team must be ready to play at the
announced game time. The team must have at least seven (7) players to
start a game. The home team puts up the nets, lines the field, puts up corner flags
and provides two game balls. The home team changes jersey colors if a
conflict occurs. The home team calls in the score to the designated league
official.
 
Conduct:
The team, manager, coaches and spectators must have excellent conduct toward
the referee, the opposing players, managers, coach and spectators.
 
General:
A club’s responsibility is to encourage amateur soccer. This is also the league’s
responsibility. Together this can be accomplished.

The smooth operation of this league depends on this form being filled out completely and
correctly. This is the source of the team and field directory information. The form can be
obtained from the LISFL General Secretary and should be returned to him at the July monthly
meeting.

ENYSSA TEAM REGISTRATION FORM
 
This completed form, along with the state registration fee, must be presented to the State
Registrar before any team can register a player. We do not control this. If the form is incorrect or
Incomplete, the team may forfeit the first game.
This form is obtained from the LISFL Registrar at the August general meeting.
This form, when completed by the club secretary, is returned to the LISFL Registrar during the
week of first registrations.
If any of the names of the club officials change during the year, it must notify the LISFL
Secretary and Registrar; and the ENYSSA Registrar and Secretary will be notified in turn.
 
PLAYER REGISTRATION
Clubs with one team must have at least 13 and no more than 30 registered players on its roster.
Clubs with two teams must have at least 26 and no more than 60 registered players on its roster.
Over 30 and Over 40 teams are permitted a maximum of 30 players on a roster.
The player registration form must be signed by one of two persons indicated on the ENYSSA
team registration form. The State Registrar will reject any other signature.
The name of the club must be filled in at the top of the registration form. Initial player
registration will take place in the month of August. The last day to register any player is August
31st. On that day all amateur players become free agents and can sign with the club of their
choice.
Registration forms will be issued only to those clubs that have met all financial requirements
(e.g., annual dues, monthly debts, fines, etc.)
Players leaving a club, who are not in good standing with the club, can be reported to the LISFL
Registrar. Such players will not be registered with a new club until all issues are settled.
Players leaving a club, where the club is in bad standing with the league, will not be registered
with a new club until his share of the club’s responsibility is resolved.
The Registrar shall be in full control of all player registrations under jurisdiction of the ENYSSA
registration chairman.

PLAYER PASSES
All player pass applications must have two current pictures of the applicant glued
(not stapled) in place on the application form.
Every player in every LISFL sponsored game (except as specifically noted) must be duly
registered and must present to the referee a properly authorized player pass prior to the game.
All player passes are the property of the LISFL.
All player passes must be returned to the LISFL Registrar following their last regular season
game.
Clubs with lost passes or who fail to return the previous season’s passes will be fined $5.00 for
each lost pass.
Regular season passes are issued by the State Association and processed by the League
Registrar.

AMATEUR
All amateur players are automatically released on August 31st.
If a player changes his club within the current season, a release form must be issued by the prior
club (regardless of league involved).
Release forms will cost $2.00 each.
To execute a release will cost $2.00.
The release forms must have the team name and the player’s registration number.
The player release form must be signed by one of two persons indicated on the ENYSSA team
registration form.
Only the LISFL Registrar can release players registered with the LISFL.
 
PROFESSIONAL (All profesional transactions must go to the state registrar)
To release a professional player during the current season, a professional release is required.
The cost of professional release forms is $50.00.
A copy of the stamped release must be sent to the LISFL Registrar in order to be dropped from
the team roster.

GAME OFFICIAL TEAM LINE-UP FORM
Prior to the commencement of a game, each team must present to the referee a properly
completed line-up form.
Those forms are obtained from the league office.
The form contains the following information: Team name, Opponent name, Date, Pass Numbers,
Jersey Numbers and Player’s Names.
Failure to correctly complete the form may result in fines according to the schedule of fines.

ARBITER GUIDELINES
The following fines are listed for reference only. These are guidelines for the Arbitration
Committee, and are not stipulated by the constitution, as such, they may be modified as
necessary without advance notice.
All infringements and violations in playing rules, as recorded by the game referee, are
forwarded to the Arbitration Chairman. The Arbitration Chairman assesses fines and penalties to
the clubs and players.
(In any arbitration decision, if new evidence can be presented concerning the decision,
the information should be presented in writing, within 5 days of the notice, to the Arbitration
Chairman and a rehearing requested.)
The intent of fines is to penalize those people who have been irresponsible in meeting
league standards. Ignorance of the standard may be used as an excuse in some instances, but
never on a second offense. Teams who consistently ignore league efforts to establish procedures
and standards will be fined into oblivion. The league can only help those teams who want to play
soccer and who are willing to help themselves play soccer.

Any member club demonstrating poor conduct on or off the field may be subject to
suspension and loss of membership in this league, forfeiting all points, bonds and fees.
Every club is responsible to the league for the conduct of its players, officials and
spectators and is required to take all necessary precautions to prevent threatening of
officials and players during or at the conclusion of a game. Each team must have four
officials, wearing armband, indicating club official, who shall be legally responsible for
the conduct of the club and safety of the referee and the opposing team.

Uniforms:
Uniforms shall be standard soccer uniforms.
Clear legible numbers will be on the front and back of each uniform
(4 inches in front, 8 inches in back)
The team captain shall wear a captain’s armband in the upper left arm.

The ball shall be spherical; the material shall be standard and safe.
The circumference shall be between 27 and 28 inches.
The weight of the ball at the beginning of the game shall be between 14 and 16 ounces.

Fields shall be level, normally dry and should have no foreign debris which might prove
harmful or cause accidents.
Dimensions shall be rectangular:

Width 50-100 yards
Goals shall be 24 feet wide by 8 feet high- inside dimension.
The goal area shall be 60 feet by 18 feet, centered about the goal.
The penalty area shall be 44 yards by 18 yards centered about the goal.
The penalty kick point shall be 12 yards out from the midpoint of the goal.

GIL BEANLAND SPORTSMANSHIP AWARDS
 
The following set of rules is suggested for the eligibility for the
Gil Beanland Sportsmanship Award Candidate Club will:
. Have no intentional forfeits during the regular season
. Have no record of referee abuse
. Have less than 10 yellow cards in regular season
. Have less than 5 red cards in regular season
The award winner will be by vote of the Executive Board based upon the
information provided by the Arbitration Board.

Awards Presentation
Each year the first and second place team in each division are awarded trophies. Medals may
also be given to each player. A perpetual trophy is awarded to the first division winner. In
addition, winners of each of the LISFL and State Cups and tournaments are honored at the
August general meeting.
 
Special Awards:
Gil Beanland Sportsmanship Awards
Wes McLean award for the best junior goalkeeper as selected by the board of directors of the
Long Island Junior Soccer League.
 
Regular Season:
The regular season (by annual decision of the Executive Committee) usually begins in
September. A goal is set to guarantee a regular season schedule of 18-20 games to all teams.
Play continues until the Christmas Holidays and resumes when weather permits in the Spring. all
rescheduled games are played at the end of the regular season.

CALENDAR OF MILESTONES FOR THE YEAR
 
June General Meeting is the Annual Meeting:
Pay all outstanding debts and pay 50% of the Annual dues in order to vote for new league
officers; Election of officers; New Club Applications; Constitutional Amendments. President
must present presidential appointments. Vote on acceptance of new clubs.
 
1st Sunday After July 4th
Begin Ryder Vass Summer Tournament
 
August 15:
Player registration begins. Turn in ENYSSA triplicate form. All clubs will pick up team
registration forms for ENYSSA. Teams will pick up player registration forms.
 
August General Meeting:
Announce Division Structure and Schedule of Games; Present yearly budget; Present
preliminary directory.
 
September Weekend after Labor Day:
BEGIN FALL SEASON: Finalize Indoor Tournament location; Select McLean winner
(order Trophy)
September General Meeting:
Finalize Indoor Tournament. Announce LISFL Cup Schedule
October 15:
Set final date for Indoor Tournament registration.
 
October General Meeting:
Announce Indoor Tournament dates, fees, etc.
December 15:
Break for Winter Recess; Pay all bills, Perform league audit.

Audit of league books. Complete league season.

Complete LI Cup games. Last call to new clubs wishing to join league for fall.
